Reestablishing the Bipartisan Center in American Foreign Policy

Partnership for a Secure America (PSA) is a nonprofit founded by former U.S. Representative Lee Hamilton and U.S. Senator Warren Rudman to advance bipartisanship on today’s critical national security and foreign policy challenges.

We believe that the United States is being ill-served by the growing partisan divide surrounding its national security and foreign policy. Although partisan rancor has traditionally stopped “at the water’s edge,” this tradition of bipartisan cooperation has eroded significantly in recent years in negative and harmful ways.

Policy differences must always be debated, but growing partisan bitterness dangerously interferes with substantive discussion of our national security and foreign policy. The Partnership for a Secure America is a not-for-profit organization created to address this growing problem and help foster bipartisan, consensus driven, national solutions to the major national security and foreign policy challenges facing our country.

Partnership for a Secure America’s goals are:

  • To heighten public awareness of and support for a bipartisan national security and foreign policy;
  • To bring leading Democrats and Republicans together to seek common ground in national security and foreign policy; and
  • To accomplish the above tasks through the use of the most effective tools of modern communications.

To Achieve these ends, PSA:

  • Develops and seeks bipartisan consensus on a series of national security and foreign policy issues;
  • Works to build coalitions to support recreating the bipartisan center in American national security and foreign policy;
  • Conducts a national free and paid media campaign using the most sophisticated communication tools based on joint, bipartisan positions; and
  • Organizes national events including town hall meetings, conferences, and speaker series to support the bipartisan center in American national security and foreign policy.

Executive Director

The Partnership for a Secure America (PSA) is seeking an Executive Director to lead all aspects of a growing non-profit, including day-to-day functions while shaping and executing a strategic long term vision and plan for the organization.  PSA is a nonprofit founded in 2005 by former U.S. Representative Lee Hamilton (D-IN) and the late former Senator Warren Rudman (R-NH) to advance bipartisanship in addressing today’s national security and foreign policy challenges. Leveraging the leadership of its distinguished Advisory Board, PSA forges common ground and fashions thoughtful, fact-based policy that promotes America’s national interests.

The organization publishes periodic public statements on issues of national interest and runs a well-regarded array of Capitol Hill programs—including the bipartisan Congressional Partnership Program, Legislative Negotiation Training Program (in partnership with Harvard/American University/Kluge Center at the Library of Congress), Conflict Briefing Series (in partnership with the United States Institute of Peace), and various other initiatives.

PSA offers the opportunity for an outstanding individual to help guide important consensus-building on critical challenges facing the U.S. today and to make a significant impact on improving the foreign and national security policy making process.

Responsibilities:

* Supervise the development and management of all PSA programs, including periodic high-level issue statements, the Congressional Partnership Program, and popular Capitol Hill briefing/training initiatives, among other activities.

* Provide the vision and direction for future PSA programs and initiatives.

* Develop and oversee a budget for all aspects of PSA’s operations, including fund raising to support PSA programs and general operations.

* Develop and enhance relationships with governmental and non-governmental organizations to further PSA’s mission.

* Function as the main representative and public voice of PSA’s bipartisan mission at public events, programming initiatives, and before the media.

* Create and oversee activities to expand the reach of the organization, including outreach through the Advisory Board, op-ed writing and publication, new event series, social media optimization, and other activities.

* Lead interaction with PSA’s Advisory Board and Board of Directors.

* Develop and maintain administrative procedures as necessary to ensure the smooth functioning of the organization in compliance with PSA policies and procedures.

 

Qualifications:

* An entrepreneurial and proven leader with the vision, leadership qualities, fundraising abilities, and dedication to bring Partnership for a Secure America to a new level of excellence.

* Creative thinker and proven manager with the ability to create and implement a strategic plan for a changing organization and leverage the organization’s Advisory Board and Board of Directors to advance the organization’s mission.

* 7-10 years of professional experience, including significant time managing staff and budgets.

* Strong professional/educational background in foreign policy and national security issues.

* Senior level experience on relevant policy issues in Congress.

* Objective attitude with experience navigating various political perspectives to achieve consensus on challenging issues.

* Significant experience managing fund raising activities, with direct responsibility handling donor relations with foundations, individuals, and corporations. Grant writing experience a plus.

* Background in public relations, including press outreach, public speaking, op-ed writing, and digital media.

* An understanding of, and ability to work effectively in, a nonprofit organization.

Staff Assistant

Partnership for a Secure America (PSA) is currently hiring a Staff Assistant to begin immediately. This position is essential to the day-to-day operations of the organization, providing the selected candidate an excellent opportunity to for professional development and growth. Applicants must be organized, detail-oriented, entrepreneurial, and able to work on a team or independently. Requires a Bachelor’s degree and some professional experience (including internships). Salary in the $30K range, commensurate with experience.

PSA is a nonprofit founded by former U.S. Representative Lee Hamilton and the late U.S. Senator Warren Rudman to advance bipartisanship on today’s national security and foreign policy challenges. Leveraging the leadership of its distinguished Advisory Board, PSA has unique credibility and access to forge common ground and fashion thoughtful, fact-based policy that promotes America’s national interests. Across multiple programs, PSA runs one of the most robust congressional education efforts in Washington, DC and works on a broad range of key issues including nuclear security, international conflict resolution, counterterrorism, energy security, and good governance initiatives. PSA regularly works with executive branch and think tank counterparts on these bipartisan programs.

Responsibilities

  • Maintain front office administrative tasks such as ordering supplies and new equipment, coordinating with vendors, updating membership databases, and sending event invitations.
  • Assist with research and legislative analysis on breaking issues in foreign policy and national security to support programs.
  • Assist monitoring project budgets and maintaining up-to-date records of project expenditure and timelines for deliverables.
  • Assist with speaker/audience research, draft internal project memos, attend and report on relevant events.
  • Help office staff arrange newsletters, update website, and manage social media.
  • Provide event support at Capitol Hill briefings, dinners, and other meetings.
  • Contribute to organizational development efforts, researching sponsor and foundation targets for program support.
  • Assist Executive Director’s outreach efforts to PSA’s Board of Directors and Board of Advisors.
  • Oversee PSA Internships including hiring process and day-to-day management of research and communications interns.

Required Qualifications

  • Degree in international relations, public policy, government, journalism, or related field.
  • Professional experience (including internships) providing research, logistics, communication, database, and other organizational support.
  • Outstanding organizational skills and attention to detail.
  • Demonstrated written, oral, and interpersonal communication skills.
  • Flexibility and willingness to work simultaneously on a wide range of tasks and projects with ability to prioritize.
  • Proven ability to develop routines to manage large workloads and organize work efficiently.
  • Strong familiarity with Microsoft Office suite, particularly Microsoft Excel.

Desired Qualifications

  • Capitol Hill or Congressional relations experience.

Communications/Public Relations Internship

Applicants enrolled in classes in the Washington, D.C. area are welcome to apply, and PSA is happy to work with candidates to develop a feasible work schedule. The internship will be unpaid.

About the Internship:

At PSA, the Communications/Public Relations Intern will have the opportunity to help develop and manage PSA’s communications strategy. Interns will leave PSA with practical experience in growing a voice and profile for a nonprofit organization.

Interns will assist PSA staff with the launch and promotion of an upcoming bipartisan report on nuclear terrorism, managing new Advisory Board announcements and developments, marketing a new report on Congressional engagement with nuclear security issues, advertising events and dinners with senior foreign policy and national security figures, among other tasks.

Intern Responsibilities:

  • Manage PSA social media platforms, to include writing and creating visual content for social media distribution;
  • Maintain PSA’s website;
  • Identify and pursue new opportunities for PSA to leverage social media;
  • Help to craft and implement communications strategy for PSA policy work and Advisory Board activities;
  • Assist with developing, writing, and distributing approved press releases;
  • Provide photography coverage of PSA events for use on website and social media;
  • Liaise with members of PSA’s Advisory Board to coordinate upcoming projects;
  • Contact Media Outlets;
  • Create promotional materials;
  • Help Manage PSA’s monthly newsletter;
  • Assist with programmatic tasks as needed.

Qualifications:

Candidates should be creative, bright, highly-motivated individuals with a strong academic background, and a demonstrated passion for communications and social media. Facility with U.S. foreign policy and national security issues, and a keen interest in Capitol Hill are a must. In addition, candidates should have the following background and qualities:

  • Educational focus on journalism, public relations, marketing, communications, or English
  • Experience in a communications role at an NGO, campus organization, or think tank (internships qualify);
  • Demonstrated proficiency with WordPress, Photoshop, social media, Google Analytics, HTML, and Microsoft Office;
  • Strong written and oral communication skills;
  • Self-starter with a demonstrated ability to work independently;
  • Ability to take on several diverse tasks at once;
  • Superior organizational skills;
  • Ability to work on a team in a close-knit environment;
  • A sense of humor.

At PSA, the Research Intern will have the opportunity to participate in a close-knit team environment and gain first-hand exposure to and knowledge of DC political and policy establishments. In addition, interns will leave PSA with practical experience in the programmatic aspects of running a nonprofit organization.

Intern Responsibilities:

  • Research key foreign policy and national security challenges to inform future bipartisan policy statements on these issues;
  • Attend and report on relevant events, hearings, and policy developments;
  • Help identify and research other timely issues and policy figures for Capitol Hill educational briefings;
  • Research legislation, Committee proceedings, and positions of key foreign policy/national security leaders in Congress;
  • Keep abreast of the foreign affairs and national security landscape;
  • Assist PSA leadership in developing new initiatives in line with the PSA mission;
  • Assist in implementation of other PSA programs and projects.

Qualifications:

The ideal candidate will be a bright, highly-motivated individual with a strong academic background, and a demonstrated ability to conduct good research.
