On June 24, 2009, the House Foreign Affairs Committee held a hearing entitled “The July Summit and Beyond: Prospects for U.S.-Russia Nuclear Arms Reductions”. Advisory board member William Perry and Ambassador Thomas Graham—both signatories to PSA's recent statement on nuclear nonproliferation—were called as experts to testify before the committee.
Both Dr. Perry and Ambassador Graham stressed the importance of cooperating with Russia. Dr. Perry analyzed President Obama's implementation of the update to America's Strategic Posture that was published in May. Ambassador Graham emphasized the importance of understanding the Russian perspective to improve our ability to negotiate effectively. Both agreed that it is critical that the United States and Russia sign an extension or successor to the Strategic Arms Reduction Treaty (START) before it expires in December.
