PSA Board Members Discuss Nonproliferation


On June 15, 2009, PSA Board members Dr. Morton H. Halperin and Dr. Andrew K. Semmel joined Congress's Security for a New Century (SNC) study group at the U.S. Capitol on June 15. SNC is a bipartisan study group designed to enhance the debate in Congress on international security issues.

Dr. Halperin and Dr. Semmel reviewed PSA's recent statement, discussing how its implementation will reinforce the nonproliferation regime. Stating that the NPT has been a “qualified success”, they discussed critical strains on the nonproliferation regime, such as Iran, North Korea, India and Pakistan, and the A.Q. Khan network. Given those stresses on the nonproliferation regime, the failure of the 2005 Review Conference appears all the more dire.

Dr. Halperin and Dr. Semmel underscored the importance of implementing the recommendations in the PSA statement on nonproliferation. They argued that we must continue to ensure that all sides full their obligations under the NPT. They highlighted the importance of reducing arsenals, as reflected in America's Strategic Posture. Dr. Halperin and Dr. Semmel agreed on the importance of working towards a fissile material cutoff treaty (FMCT) and emphasized that the United States must take a leadership role in the 2010 Review Conference.
