Senators Discuss PSA Interrogation Statement


On February 13, 2008, the Senate passed the FY 2008 Intelligence Authorization Bill, including an amendment that would apply the Army Field Manual on Human Intelligence Collector Operations to all US government actors.


The first Senator to speak, Sen. Dianne Feinstein (D-CA), produced a poster-sized copy of PSA's statement calling for uniform standards for detainee interrogation, and read the entire statement, with all eighteen signatory names, into the record.

Subsequent speakers cited the PSA statement again and again, as members debated how best to prevent terrorism and undermine extremism while remaining true to American values, especially the rule of law.
